This one is technically a day early, but I like it so it's going up now.

This planet is called Sif, named after the Norse goddess of the bountiful harvest, and it is a young world. Life is diverse and abundant in its vast oceans, recently much bigger thanks to the melting of its ice caps. A singe super continent exists, and on it are many large freshwater inland seas and lakes; lowlands that flooded when the sea level rose. Not much life exists on land, only a few species of plant and no real complex animal life (most complex is insectoids but those are a rare sight). Although the surface seems barren, it is actually quite lush with many rivers with floodplains and fertile valleys. Artificial canals and rivers could also bring more water to the desolate regions, and introduction of Earth flora and fauna would speed the growth and development on this world. It has tremendous potential for agriculture; a local population of 80 million could produce enough food to feed 8 billion people. Combine that with what food could be gained from fishing and the number could be as high as 12 billion! This would be a boon to the starving United Earth Federation, which is struggling to feed it's burgeoning population of 26 billion (number includes Earth as well as her extrasolar colonies) since the Mars Republic ceased food shipments in the face of its own population crisis. A debate rages over whether the planet should be annexed and colonized or protected and allowed to continue its own evolution uninterrupted. Many want to preserve the planet, but tectonics is beginning to break up the super continent and soon the largest of the freshwater seas will be contaminated beyond repair. The construction of a dam and filtration system would stop this and provide enough power for the ideal population number, and the project is slated to start as soon as the Bureau of Colonial Affairs gives the go ahead. The BCA just has to wait for approval from Congress. And who knows when they'll get to a decision...
